New Delhi: The Medical Counselling Committee (MCC) has released an information bulletin detailing the Counselling scheme of All India Quota (AIQ) for the National Eligibility and Entrance Test Super Speciality (NEET SS) (DM, MCh and DNB SS) for the academic year 2025.The information bulletin details the Reservation Policy, Registration & Counselling Process FAQ, Application Form & Fees of Counselling, and other important details. Also Read: NEET SS 2025: NBE issues advisory for hospitals on updating reporting, joining status of allotted DrNB candidates100% ALL INDIA QUOTA (AIQ)There will be only two rounds of SS AIQ online counselling, Round 1 and Round 2. All candidates who have qualified for All India Quota (AIQ) seats based on their rank in NEET SS conducted by the National Board of Examinations (NBE) will be eligible to participate in the counselling process. Eligible candidates may download their Rank Letter/Result from the official NBE website.ROUND-1 1 Main counselling Registration, which will include payment of Non- Refundable Registration fee and Refundable Security Deposit (to be refunded only in the account from which payment has been made). 2 Exercising of Choices and Locking of Choices. 3 Process of Seat Allotment Round-1.4 Publication of the results of Round-1 on the MCC website.5 Reporting at the allotted Medical College/institute against Round-1.6 Exercising of choices and locking of choices. 7 Process of Seat Allotment Round-1. 8 Publication of the results of Round-1. 9 Reporting at the allotted Medical College against the 1st Round. (The Refundable Security Deposit of Rs. 2 Lakhs of candidates who have been allotted a seat in Round-I but do not join the allotted seat will be forfeited by MCC/DGHS).ROUND-2 (Candidates who registered for Round-1 and did not get any seat allotted are not required to register again.) 1 Fresh New Registration for Round-2 for those candidates who.• Have not registered in Round-1 (with full payment of fees). • Have not reported in Round-1, will have to register again (with full payment of fees). 2 Fresh Choice filling Round-2. c) Process of Seat Allotment Round-2.3 Publication of the results of Round-2 on the MCC website. 4 Reporting at the allotted Medical College/institute against Round 2.5 Fresh/New Registration (Round-2) for the candidates who have not registered in the Round-1 of counselling and candidates who exited with forfeiture from and of Round-1 who want to participate again in Round-2 by re-registering and paying the requisite counselling fees. (Already registered candidates of Round-1 and candidates who were not allotted any seat in Round-1 need not register again. Such candidates shall proceed with the candidate login directly for choice filling of Round-2. 6 Fresh Choice filling of Round-2. 7 Process of Seat Allotment Round-2. 8 Publication of the results of Round-2. 9 Reporting at the allotted Medical College against Round-2.The second round (round 2) of online allotment shall involve fresh choice filling and fresh allotment based on merit and preferences submitted. New registration shall be permitted only for the eligible categories as specified.For the second round, candidates are required to submit fresh choices. During the second round of the online allotment process, the choice of higher preference will be considered for upgradation for those candidates who give the option to upgrade their seat at the time of admission in the allotted Medical College of Round-1.In case a candidate is allotted a seat during Round-2 of the allotment process (choice is upgraded), the seat allotted during the first round will be automatically cancelled (and allotted to somebody else eligible as per merit) and the candidate will have to join the college/seat allotted during the second round. If the candidate does not join the college/seat allotted during the second round, within the stipulated time, as per the schedule, from the date of allotment, the candidate will forfeit his/her allotted seat and will lose the only seat for which he/she is eligible. (Non-Joining of candidates on the allotted seat of Round-2 will lead to forfeiture of their security amount deposited with MCC/DGHS).Candidates who have provided their willingness for up-gradation at the time of admission during Round-1 but want to continue in the Round-1 allotted college/institute, need not fill any choices during Round-2. In this case, his/ her earlier seat in round 1 will be retained.FEESS.NOREFUNDABLE SECURITY FEENON-REFUNDABLE REGISTRATION FEETOTAL FEE1Rs. 2,00,000 /- Rs. 5000/- Rs. 2,05,000 /-At the time of registration, candidates have to pay two kinds of fees-a) Non-Refundable Registration fee of Rs 5000/-. b) Refundable Security fee Rs. 2,00,000/-. The security amount deposited will be refunded only after the completion of counselling. No requisition of refund will be considered during the counselling.This fee will be forfeited if the candidate who has been allotted a seat in the first, second or stray round does not join the respective institution. Also, the security fee will be forfeited in case the candidate gives wrong information at the time of registration, based on which a seat may be allotted and later cancelled by the Admission Authorities at the time of reporting. The refundable fee will be refunded only after completion of all the rounds of counselling. REFUNDMeanwhile, the security amount will be refunded only after the completion of all rounds of Counseling. MCC will notify about the completion of counselling on their website. The Financial Custodian will initiate the refund of the security deposit within 15 days of such notification and complete it within 30 days of such notification. The security amount will be refunded to the same account from which the security amount was initially deposited by the candidate.Hence, the candidate must keep their card/bank account active till refund process is completed. If the card/bank account is closed before the completion of the refund, the bankers will not be able to complete the refund process. Since bankers will take a long time to identify & return the failed refunds to the Financial Custodian and legal formalities are to be complied with for initiating a refund to a different bank account, a refund to a new bank account will take a very long time. Neither Financial Custodian nor MCC will be responsible for such a delay.The security deposit will be refunded only to the account from which the security deposit was initially deposited. The candidates are advised not to use unrelated card/bank accounts for remitting the security deposit.The candidate can approach the Financial Custodian after 15 days of the closing of the Registration Window. The Financial custodian will refund the excess payment, if any, within 30 days of the closing of the Registration Window. The financial custodian will deduct 50% of the Regn Fees or Rs 500/whichever is less, from each excess receipt refund towards Admn. expensesThe candidate need not approach the Financial Custodian for a refund of the security amount. The Medical Counselling Committee will publish the list of candidates who are eligible for the refund of the security amount on the MCC website once all rounds of counselling are completed. The Financial Custodian will initiate the refund of the security amount within 15working days and complete the refund of the security deposit within 30 days of publishing the eligible list on the MCC Website. Once the Financial Custodian completes the refund, MCC will publish the refund details along with the refund date & transaction # on the MCC website within 45 days of publishing the eligible list on the MCC Website. The refund will be credited, depending upon the level of digitalisation of the candidate’s bank, to the candidate’s account between 2 and 15 days from the date of refund by the Financial Custodian.Subsequently, the candidates who have been allotted a roll number should not initiate refund proceedings through a chargeback claim through the card issuing bank. If the chargeback claim is initiated, the Financial Custodian /MCC will be debarred by the Payment Gateway Service Providers from initiating a direct refund. The candidate has to approach only their card-issuing banks for refunds. For initiating a manual refund by the Financial Custodian, the candidate should withdraw the chargeback claim and produce a no-objection certificate from the card issuing bank stating that the chargeback claim is withdrawn & card issuing banker do not have any objection to the Financial Custodian refunding the deposit. As this process takes a lot of time and the refund will be inordinately delayed. Hence, candidates are advised not to initiate a chargeback claim.The Financial Custodian can be contacted through email. The Financial Custodian will respond only to the emails through the mail ID registered in the application form. However, the Bank Charges, if any, incurred by the candidate should be borne by the candidate only. Also, MCC/HLL will not pay interest on the refundable security deposit.Additionally, MCC cannot, as per Reserve Bank of India (RBI) Rules, refund the security deposit to an NRI Account. If the candidate wants to use the funds available in his/ her NRI Account for registering for counselling, the candidate has to first transfer funds from their NRI Account to their NRO Account and from their NRO Account to MCC. The refund from MCC will be credited to the NRO Account only.DOCUMENTSOriginal documents required at the time of joining the allotted Medical College are as mentioned below-1 Provisional Allotment Letter issued by MCC.2 Admit Card issued by NBE.3 Result/Rank Letter issued by NBE.4 MBBS Degree Certificate/Provisional Certificate. 5 MD/MS/DNB Degree Certificate in the concerned Speciality. 6 Permanent Registration Certificate of MBBS/MD/MS/DNB issued by MCI/NMC or NBE/State Medical Council. Students who have completed/are completing post-graduation by 31st Jan, of the year of admission, are eligible to apply with a provisional certificate. 7 The Cut Off Date for qualifying MD / MS / DNB Broad Speciality qualification towards determination of eligibility for appearing in NEET-SS 2025 is 31st Jan., 2026.8 High School/Higher Secondary Certificate/Birth Certificate as proof of date of birth to the allotted college at the time of admission (as mentioned in the information Bulletin published by the National Board of Examinations (NBE) for NEET SS: i.e. PAN Card, Driving License, Voter ID, Passport or Aadhar Card).Candidates without original certificates/documents shall not be allowed to take admission in the allotted Medical College. Candidates who have deposited their original documents with any other Institute/ College/University and come for admission with a certificate stating that “Candidates’ original certificates are deposited with the Institute/College/University” shall not be allowed to take admission in the allotted Medical College.The original certificates/documents of candidates will be under the custody of the allotted college/Institute till the candidate is in the admission phase.The candidates will be required to fill in some of the information that they have provided (filled out) at the time of submitting the application form to the National Board Examinations (NBE), New Delhi and information available on the admit card provided by NBE.It is to be noted that the candidates will be asked to fill in some of the information that they have provided in their application form, admit card of examination during online registration and provided by the examination conducting agency NBE. Therefore, keep a copy of the application form and admit card ready for reference. These documents may be retained as they may be required till you complete your Super Speciality course.REGISTRATIONOnline registration and choice filling can be done from any place of convenience (including from home) using a device with internet. Candidates are advised not to use mobile phones for registration and choice-filling purposes. Registration may be done by candidates using a desktop, laptop, I-pad etc., with internet connectivity. During the process of online registration, you will generate/create your own password. Candidates are advised to keep the password that they have created confidential until the end of the counselling process. They can change the password after creating it. A password is very important for participating in the online allotment process. Sharing of a password can result in its misuse by somebody else, leading to the exclusion of a genuine candidate from the online allotment process.Candidates will have to log on to the website to get registered (Registration facility will open on dates as mentioned in the Schedule) and then fill in their choices. It is advised that after going through the seat matrix, a tentative list may be prepared first, as per your preference of subjects and colleges, before attempting to fill choices online. CHOICE FILLINGThe candidates can give as many choices as they wish, limited to the speciality opted/Exam given during the filling up of examination form and subject to the eligibility for the concerned super- specialty course as per the indicative feeder courses as provided by MCI/ NMC notification. However, choices should be in order of preference, as the allotment is done on the basis of choices submitted by the qualified candidate in order of preference given by the candidate and as per availability.After online registration (registration is compulsory to take part in the online allotment process) and payment of the counselling fee, you have to fill in the choice of subjects and institutions/colleges in order of preference. Once a choice is filled in, it can be modified before locking it. During the choice locking period, it is necessary to lock the choices to get a printout of your submitted choices. If the candidate does not lock the choice submitted by him/her, the choices saved by him/her will be automatically locked on the notified date & at the notified time. However, you will be allowed to take a print of your choices after that, but you will not be permitted to modify your choices.The Candidates are advised to fill in their choices carefully for seats in (Higher preference to lowest preference). The candidates can modify, add or delete their choices during this period, before they lock their choices. However, the registration (of New Users) is permitted up to the date and time specified in the counselling Schedule, only.The choices submitted and saved by the candidate will be locked by the system at the time of the last date/date of choice locking as mentioned in the Counselling Schedule, automatically. After the specified time of the last date/date of choice locking (or after choice locking), print out can be taken from the MCC website after login by the Candidate. The link is available on the left-hand side of the page as “Print Lock Choice”.ALLOTMENTCandidates allotted seats will be required to join the allotted college/course within the stipulated time from the date of allotment, as mentioned in the counselling schedule. However, candidates are advised to join as early as possible and not to wait for the last day of joining, due to different schedules of holiday/working hours in various Medical Colleges, also keeping in view that medical colleges will have to furnish information about joining/non-joining online to the Medical Counselling Committee. In some of the colleges, it takes 2 to 3 days for completion of admission formalities. Since it is an online allotment (Online Counselling) process, no documents will be required for participating in the online allotment process. However, you are required to carry the original certificates/Documents at the time of reporting for Admission against the allotted seat. Without the original Certificate/Documents, candidates will not be allowed admission at the time of reporting.In cases where a seat has been allotted in Round-1, joining the allotted institution and completion of admission formalities are mandatory for eligibility for upgradation in Round-2. Willingness for upgradation must be submitted at the time of joining.If a candidate does not report to the allotted institution in Round-1, the security deposit shall be forfeited.
