Chennai: The Directorate of Medical Education and Research, Tamil Nadu (DMER, TN Health) has released the prospectus for admission to Super Speciality courses for the 2025 session in Tamil Nadu Government Medical Colleges.The admissions will be conducted exclusively for in-service candidates, with the online application process beginning on March 12, 2026, and the last date for submission set as March 16, 2026, through the official website of the Selection Committee. Candidates have been advised to regularly check the portal for updates regarding rank list publication, counselling schedule, and commencement of courses.The online submission of Application form for admission to Super Specialty Courses 2025 session in Tamil Nadu Government Medical Colleges can be accessed from the website of tnhealth.
Any change or modification and relevant information pertaining to this admission process will be made available on the websites mentioned above.
The candidates are instructed to check the websites frequently for updates from the date of submission of application till the end of the admission process. The Selection Committee will not be responsible for the consequences resulting due to non-diligent follow-up of notices, notification and publications appearing on the official websites regarding the admissions.
Candidates are advised to read the prospectus carefully before filling the online application form and ensure that no mandatory column is left blank. In the event of rejection of the application form, no correspondence and request for re-consideration will be entertained.
Candidates are advised to read the Information Bulletin for NEET-SS 2025 issued by the National Board of Examination (NBE) and carefully go through the instructions regarding NEET-SS 2025 and visit the website regarding detailed qualifying criteria.IMPORTANT DATES:

GENERAL INSTRUCTIONS:1.(a) (i) In-service Candidates seeking admission to Super Speciality Course 2025 session
in Tamil Nadu Government Medical Colleges can access the application from the website.(ii) In-service Candidates should submit their filled-in online application form after
uploading the details in the required fields. (Details of filling and submission of Application
form is available in Annexure -I).Offline submission of application will not be accepted and it will be summarily rejected.(iii) APPLICATION FEE:
The fee for application of Rs.5000/- (Non-refundable) must be paid through Debit Card /
Credit Card / Net Banking. Necessary facilities have been provided for making payment
through nationalized banks via bank payment portal. Candidates must note that mere
deduction of fee from the Bank account is not a proof of fee payment. Check the validity of the Debit / Credit Card / Net banking and keep it ready with you
while logging on to the website for submitting application form.Candidate should enter the information asked for and make payment through Debit
Card / Credit Card / Net banking. (a) In-Service Candidates should take the print out of the service form and fill up the
service particulars (Duly certified by the Forwarding Authority with date and seal) and
upload the same along with the online application.The last date for submission of online application form will be up to 05.00 PM. on
16.03.2026, thereafter candidates cannot submit their online application form. (b) Medical Officers working in any Government Institution should get their filled-in
online Service Proforma which is duly signed by Forwarding Authorities in the format
prescribed in the application form and upload the same along with online application.
Otherwise the application will be summarily rejected.
ELIGIBILITY CRITERIA2. a) Candidates should be Citizens of India.b) Candidates must be in-service candidates of Tamil Nadu and their service should have been regularized (refer clause 7).c) Candidates seeking admission to Super Speciality Courses, will have to qualify for the
National Eligibility cum Entrance Test-NEET-SS 2025 conducted by the National Board
of Examination. The eligibility criteria are as prescribed by the Director General of
Health Services, Government of India, New Delhi, in accordance with Post Graduate
Medical Education Regulations (as per latest amendment) notified by Board of
Governors, the National Medical Commission with prior approval of Ministry of Health
and Family Welfare, Government of India, New Delhi shall be taken into account for
admission to Super Speciality Course in Tamil Nadu for the NEET-SS 2025 session.d) The candidates should have completed MD / MS / DNB courses on or before
31.01.2026.NON-ELIGIBILITY:3. Candidates who are undergoing a Super Speciality Course in Tamil Nadu are not
eligible to apply for any Super Speciality Courses in Tamil Nadu.4. Candidates who have already completed a Super Speciality Course / Equivalent
Courses are not eligible to apply for admission to any other Super Speciality Course in
Tamil Nadu.5. Non-Service Candidates are not eligible to apply for admission to Super Speciality
Course in Tamil Nadu for State Quota“Candidates working in Institutions coming under “Registered Societies Act” and “SelfFinancing Institutions” shall not be considered as Service candidates.”6. The service candidates who applied under service quota should have minimum five
years left over service after completion of study period of the Super Speciality courses. SERVICE CANDIDATES:7. The candidates who are working in Tamil Nadu Government Institutions / Local
bodies and appointed by the TNPSC / MRB through Competitive Written Examination /
Special Qualifying Examination and appointed in Tamil Nadu Medical services should have
completed minimum two years of continuous service as on 31.03.2026 are treated as
service candidates and eligible to apply.8. (a) The following categories of Medical Officers will be treated as Service Candidates for
the purpose of allotment of seats:Medical Officers selected by the Tamil Nadu Public Service Commission (TNPSC) /
Medical Services Recruitment Board (MRB) through Competitive Written Examination /
Special Qualifying Examination and appointed in Tamil Nadu Medical Services should have
completed two years of continuous service, as on 31.03.2026.(b) Candidates who have been temporarily appointed but not qualified through Written
Examination conducted by TNPSC / MRB and who have not completed two years of
continuous service as on 31.03.2026 as per clause 8(a) of this prospectus, are not eligible
to apply for Super Speciality Course 2025 session. If any applications received from such
candidates or even if forwarded inadvertently by the competent authority that application will
be summarily rejected.(c) Competent authorities who are forwarding the applications of Government Medical
officers have to issue a complete Service Particular Proforma including their leave and
deputation in detail, if not the application will be summarily rejected. PROCEDURE FOR FILLING & SUBMISSION OF APPLICATION:9.(a) (i) The candidate should login in the website.The online application forms will be available from 12.03.2026 @ 12.00 Noon to 16.03.2026 up to 05.00 PM.(ii) Candidates should submit their filled-in online application form by uploading the
details in the required fields.(iii) After submission, request for change in any particulars in the online Application
shall not be entertained under any circumstances. It is mandatory to upload all relevant
Documents with the Online application.(iv) Incomplete applications will be rejected.(b) AR Number (Application Registration Number) will be assigned by the Selection
Committee on receipt of the filled-in online applications.10. The Government Orders issued and to be issued from time to time pertaining to any of
the matters contained in this prospectus should be read as part and parcel of this
Prospectus and such terms and conditions in the Government Order are deemed to have
been incorporated in this Prospectus. 11.(a) Candidates must upload the following certificates / documents visibly: a) (i) NEET-SS 2025-Admit Card. (ii) NEET-SS 2025-Score Card. b) MBBS Degree Certificate and Post Graduate Degree Certificate or Provisional Pass
Certificate. c) Permanent Medical Registration Certificate issued by the Medical Council of India /
State Medical Council or provisional Registration Certificate issued by the Medical
Council of India / State Medical Council. d) TNPSC / MRB (through competitive written examination) Selection & Posting Order. e) Eligibility Certificate obtained from TN Dr. MGR Medical University for candidates who
did Broad Speciality PG in other Universities. f) Same photo uploaded in NEET-SS 2025 must be uploaded in filled–in online application. g) Post Card size colour photograph (4”x6”) (size: 50kb to 300kb) to be uploaded. h) Aadhaar Card / Driving License / Voter ID. i) Service Particular Proforma issued by the competent authority [refer clause 8(c)] (b) Candidates are instructed to produce the above-mentioned original
Certificates / Documents at the time of admission. (c) All the guidelines issued by Medical Counselling Committee and Director
General of Health Service will be applicable then and there. RANK LIST:12. The Rank list will be drawn based on marks obtained in NEET-SS-2025. 13. The Secretary, Selection Committee will publish the tentative Rank List on the following
official website after completion of scrutiny of all applications received for the NEET-SS
2025 session.COUNSELLING PROCEDURES:14. Online counselling will be conducted as per National Medical commission guidelines
and it will be updated in the websites then and there. ONLINE COUNSELLING: 15. (i) Admission to Super Specialty Course in Tamil Nadu shall be made through ONLINE
COUNSELLING on the basis of Merit only and no communal reservation will be followed. (ii) A candidate who has taken a seat and not joined / discontinued the course within the
stipulated time in the first round of counselling, he / she is eligible to attend further rounds of
COUNSELLING. 16. Mutual transfer / Individual request for transfer of college will not be permitted under any
circumstances. 17. Candidates selected for admission should give a self-declaration form at the time of
reporting to the Medical College concerned that he /she is liable for forfeiture of selection/
admission if suppression of facts or mis-interpretation is found at any time, during or after
admission to the course. 18. If any suppression of facts is found later, the selection / admission will be liable for
cancellation during or after admission to the course based on the declaration. Further, he /
she will not be allowed to apply for the Super Speciality Courses for subsequent two
academic years. 19. The candidates should produce the following original certificates at the time of joining in
their selected Medical College along with the scanned copy of original certificates to the
Medical Colleges concerned. a) (i) NEET-SS 2025-Admit Card. (ii) NEET-SS 2025-Score Card.b) MBBS Degree Certificate and Post Graduate Degree Certificate or Provisional Pass
Certificate. c) Permanent Medical Registration Certificate issued by the Medical Council of India /
State Medical Council or provisional Registration Certificate issued by the Medical
Council of India / State Medical Council. d) TNPSC / MRB (through competitive written examination) Selection & Posting Order. e) Eligibility Certificate. f) A copy of receipt of payment. g) Same photo uploaded in NEET-SS 2025 must be uploaded in filled–in online
application. h) Post Card size colour photograph (4”x6”) (size: 50 kb to 300 kb) to be uploaded. i) Aadhaar Card / Driving License / Voter ID. Candidates are instructed to produce the above-mentioned original Certificates /
Documents at the time of admission. 20. Any change or modification and relevant information pertaining to this admission
process will be made available only on the official website:-The candidates are instructed to visit the websites frequently from the date of submission of
application till the end of the admission process.21. Unauthorized absence of candidates for fifteen days from reporting date after joining the
course will be treated as ‘discontinued’ and that vacancy will be filled up by the Selection
Committee depending on the availability of time as per National Medical Commission
guidelines. If the period of absence is beyond the stipulated date and time as fixed by
Selection Committee, the candidate must pay the discontinuation fee as per clause 22(c) of
this prospectus. 22. (a) Candidates participating in counselling for Super Speciality Course will have to remit
a non-refundable amount of Rs.1000/- as processing fee through online payment portal via
Debit Card, Credit Card / Net Banking. (b) Tuition fee as per clause 27(a) has to be paid through online payment portal via
Debit Card, Credit Card / Net Banking at the time of downloading the allotment order.
Tuition fee is non-refundable, if the candidate does not join or discontinues the course.(c) Allotted in-service candidates who discontinue the course on or after the last
round of joining date as specified by the selection Committee should pay the
Discontinuation Fees mentioned in clause 27(b) besides foregoing tuition fees already paid
by them as specified in clause 27(a) to the Deans of the respective Colleges, the sum as
specified in clause 27(b) below in total by means of a Demand Draft drawn in favour of “The
Secretary, Selection Committee, Kilpauk, Chennai–10”, payable at Chennai.Unless the aforesaid discontinuation fee as penalty amount is paid in total, the
candidates will not be relieved and original certificates produced by the candidates at the
time of admission will be retained by the institutions concerned. Rounds of counselling / Upgradation will be updated through website then and there.OTHER INSTRUCTIONS:23. The admissions will close on xx-xx-2026 as per the guidelines issued by the Board of
Governors of the National Medical Commission, Director General of Health Service and the
Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai – 600 032.METHOD OF SELECTION AND ADMISSION:
24. (a) Seats in Government Medical Colleges / University: Out of the seats sanctioned for
Higher Speciality Courses, 50% of the total recognized / permitted seats are offered to All
India Quota for allotment by the Director General of Health Services, New Delhi. The
remaining 50% of the seats will be allotted for in-service candidates in State Quota.(b) As per G.O. (Ms.) No.462, Health and family Welfare (MCA-1) Department, dated
07.11.2020, 50% of the in-service Super Speciality seats would be filled up based on the
marks obtained in the NEET-SS. Candidates are advised to go through the respective college websites and satisfy
themselves regarding National Medical Commission approvals, infrastructure and
the rules and regulations.
25. (a) Allotment will be made only for the seats affiliated to the Tamil Nadu Dr. M.G.R
Medical University for the Academic Year 2025 – 2026 session. Seats approved by the
respective University for Higher Speciality Course in Tamil Nadu for 2025 session will be
shown in the official website before the counseling.(b) Some seats, for which National Medical Commission has issued letter of permission
(LOP), may not be recognized by the National Medical Commission for the current
academic year. Hence, the candidates should exercise diligence while opting for any
choice.26. The Selection Committee will not be responsible for National Medical
Commission approvals, infrastructure and the rules and regulations of the Medical
Colleges concerned. Hence, candidates are advised to go through the respective
college websites and satisfy themselves before giving their options for selection of
seats during counselling. The Selection Committee shall neither be responsible nor
shall entertain any case on the above grounds. As per the direction of Hon’ble Supreme Court in W.P.(C) No.290 / 1997 Preeti
Shrivastava & State of Madhya Pradesh & Orson 10th August 1999 and W.P.(C) No.444 /
2015 Dr.Sandeep and Ors. Vs Union of India and Ors, there is no reservation in Super
Speciality (D.M / M.Ch. / DNB) courses.TUITION FEE: 27. Fees payable in Government Institutions: (a) FEE PER ANNUM: Tuition Fee-Rs.50,000/- (Non-refundable) Special Fee- Rs.10,000/-(Non-refundable)The above fee structure is applicable for 2025-2026 admissions. The selected
candidates have to pay balance Tuition Fee (if any) and other special fees etc., at the
time of admission in their respective colleges.” (b) Discontinuation Fees: Rs.20,00,000/- (Rupees Twenty lakhs only)(c) In case a candidate discontinues, he / she shall remit a discontinuation fee of
Rs.20,00,000/- (Rupees Twenty lakhs only). In addition to the discontinuation fee, he /
she shall also be debarred from applying for the next session of the Super Speciality
Courses.STIPEND AND SECURITY AMOUNT:28. (a) Selected Service Candidates will be paid salary as per the Government Orders
issued by Government from time to time.(b) The Government of Tamil Nadu is offering Super Speciality courses through its
Medical Colleges / Hospitals and The Tamil Nadu Dr. M.G.R Medical University /
Specialized institutes. The Government spends a large amount of money to impart Medical
Education including Super Speciality Medical Education. It levies nominal fees and at the
same time provides stipend to Private candidates and salary to Service candidates. It is
natural that the Government desires to ensure that these seats are not wasted. Further, the
Government looks forward to these Doctors who have undergone Post-Graduate training to
serve the poor and the needy of this country at large and this State in particular. The public
have the right to expect the Specialists to utilize the skills they acquired during their training
for the benefit of the sick, the poor and the needy. To ensure that the services of trained
Post Graduate Doctors are made available, an Undertaking is obtained from them at the
time of their admission. It is sincerely believed that this will discourage an attitude of not
paying attention to those poor people at whose expense they have been educated.All Service Candidates of Tamil Nadu shall execute a bond for a sum of
₹50,00,000/- (Rupees fifty lakh only) as security amount with the under taking that they will
serve the Government of Tamil Nadu till Superannuation with three sureties. Two sureties
should be from permanent Government employees in the same or higher rank than the
candidate. One surety should be from the spouse / parent of the candidate. PAN numbers
of the sureties should be furnished. The prescribed form of bond is enclosed in Annexure II.
The bond will become infructuous if the service candidates serve the Government of Tamil
Nadu after the completion of the Course until superannuation.(c) The Security bonds are governed by clause (c) under exemption under Article 57 of
Schedule–I of the Indian Stamp Act of 1879 (Central Act II of 1879). Hence the Security
